NCAA Regional Meeting Info
I hope everyone had a good summer. I know that the 2012 baseball seems a long time away but the NCAA Regional Meeting date in Philadelphia has been announced. The meeting will be held at the Philadelphia Airport Marriot on January 28, 2012. Rooms can be secured for $109.00 a night. Most guys arrive the night before. The agenda has not been announced as of yet but traditionally the day starts with registration around 7:30 am. It is up to you guys if you choose to stay an additional night or return home after the meeting which usually ends around 4:00 pm.

At this point, it will not be mandatory to attend an NCAA Meeting to be considered for division one weekends. However, if you wish to be considered to work division one, two, or three post season your attendance is mandatory. I have told members in the past that the NCAA meetings are very informative and you can benefit greatly by attending. As in the past, you will have to attend either the meeting in Philadelphia or our UNYCBUA meeting to be eligible to work and accept assignments for the 2012 season.

The 2012 season is not a rule change year. Be ready for mandatory NCAA meeting attendance for the 2013 season which will be a rule change year.

For our members that work college basketball, in the past you have told me that you have not been notified in time to close out dates with your basketball assignors for winter baseball meetings. Well now you have been notified. I am asking you guys to close out January 28th for Philadelphia or January 21st for our Syracuse meeting now. I don't want to hear from guys that they have to leave early or that they will not be able to attend. I am giving you guys 4 months advance notice. I am not going to be as forgiving as I have been in the past. Take care of your business now and make sure that you close dates out in order to fulfill your baseball obligations.

Please respond if you have any questions comments or concerns.

President UNYCBUA

NYCBL Info
Gentlemen,

Yesterday one of our members was contacted by NYCBL president Stan Lehman. He was asked if he could fill in and umpire a NYCBL game in an emergency situation. The umpire did not respond and did not umpire the game.

Let us all make sure that we are on the same page as we have been in the past. If we are contacted to umpire, we are not to work the games. This league has never negotiated with us or answered any of our contract proposals. We will not help them if they contact us. As we all know we are the most qualified umpires in New York State and had this contract for over 17 years. The NYCBL decided to go with a much cheaper alternative for umpires and they will have to live with that decision.

If you are contacted, please let me know as this umpire did last night and contact me right away. This umpire was contacted via facebook. I was contacted before the start of our college season via yahoo mail to give the NYCBL an evaluation of a prospective umpire in which they wished to hire...I did not respond and I have no idea how they got that email address. So it seems that they are trying to go behind our backs and contact umpires in a non conventional way not by phone directly. If the league contacts you by phone, please refer the phone call to me and do not supply them with any names of high school umpires. Please have that league representative contact me directly. I will inform the league that we can offer them a full staff of qualified umpires that are more than willing to umpire the remaining schedule for them at a fair fee that is in line with summer collegiate fees throughout the country. If contacted by email, facebook, twiter, or any other way, do not respond to them. Just let me know about it.

Thanks for you continued support and if we stay united, it only increases our chances of working summer college baseball in the future.

Enjoy your summer,

Chris Marshall
President UNYCBUA

MEMORANDUM FROM: Jim Paronto, secretary-rules editor and Baseball Rules Committee.
SUBJECT: Between Innings Clock Clarification.
Several conference coordinators and coaches have requested clarification regarding the new rules that govern the between innings timing. To assist with the consistent application of this rule, the rules committee is making a clarification.

Effective immediately, the 90-second pitch clock will be started when the last defensive player has crossed the foul line nearest his dugout. This clarification should eliminate some inconsistency across the country when the umpire is to start the clock. This ensures the proper amount of time for the pitcher to complete the warm-up throws, while also maintaining the spirit and intent of the rule.

Mask It
Tony Letizio unveiled to Upstate New York the new service he provides. He'll redo the actual steel frame of the mask. He can make the frame any color, while making the frame more durable as well. Cost is $25 plus shipping. He says there is a three day turn around. Contact
Tony at (860) 838-7480 or at tiz13@sbcglobal.net.

JUCO
NJCAA rules follow the NCAA rules with two exceptions. For conference games in our region ejections require a one game suspension. So if working a DH, an ejection in the first game of a player or coach requires that they sit out the next game. The second rule difference is the 10 after 5 and 8 after 7 game advantage ending rule.
