The Upstate New York CBUA began in and around Albany, NY in 1985 as George Cox organized umpires to handle collegiate baseball in that area. Through the abilities of the umpires and George's efforts the CBUA expanded. After several years the CBUA and UCBU, centered in Syracuse, combined to form one group that handled over half of college baseball in Upstate New York. At this time the CBUA negotiated exclusive contracts with the NJCAA and SUNYAC to provide umpires for league play. For all intents and purposes the CBUA now worked the entire upstate region. Umpires in the Rochester and Buffalo area now joined the CBUA.
As the NCAA looked for Division I baseball supervisors, the CBUA worked in conjunction with Nick Zibelli to provide umpires for Division I contests. The Sports Officiating Bureau is now the assigning arm of the Upstate New York CBUA. Currently, with no notable exceptions, the CBUA works all collegiate baseball in Upstate New York.
